If we finish 4th and win the Europa League and either City or Liverpool finish 5th will one of them qualify for the Champions League?

No, but if one of them finished 4th and we won it but finished outside the top 4 then they would drop out.

No they wouldn't fresh. It's top 4 and Europa league winners if outside top 4.
